浙江杭州“消费券抵扣工资”的口子开不得

杭州正酝酿消费券“升级”，为在不增加财政开支的情况下继续发放消费券，拉动经济发展，杭州市某领导近日提出如下设想：书记、市长带头，在工资和福利中切出5%至10%，以消费券的形式发放；如果可行，再扩大到1万多名公务员，有可能的话，再到国家拨款事业单位。

　　经济不景气，地方政府想方设法拉动内需、刺激消费，其急切心情可以理解，但问题是，用消费券抵扣工资的设想，却让刺激消费变了味、走了调，有逼人消费之嫌。

　　虽说上述设想针对的仅是公务员群体，客观上也博得了一些人的赞同——公务员不是待遇高吗？那么，在经济形势遭遇寒流、倡导共克时艰的时刻，让公务员作出点贡献，不是合情合理吗？

　　但理智还是告诉我们，用消费券抵扣工资这个口子开不得。这一设想没有法律依据。《劳动法》中明确规定，“劳动者工资应该以货币形式按月支付给劳动者本人”；《消费者权益保护法》也规定，“消费者享有自主选择商品或者服务的权利”。公务员与其他人一样，如何支配工资收入，如何进行消费选择，都属个人自由，谁也无权干涉。

　　而一些网友的质疑也不是没有道理。如有人认为，一旦公务员薪水中的一部分成为消费券，就可能给掌握公共权力者提供与商家一起设置新的灰色利益互动平台的机会。甚至有人担心，“消费券抵扣工资”可能成为变相的公务员福利。

　　之前，杭州通过向本地人发放消费券和向外地人发放旅游券，取得的成效可圈可点。如今，也许想“乘胜追击、巩固成果”，但如果操之过急，剑走偏锋，很可能好心办了坏事。
